The ad tries to portray Somalia as poor. This is a truthful representation, but it ignores the details: Somalia was even worse off before the government's collapse, and all the countries in that region are at about the same level of economic well-being, roughly speaking (although Somalia actually exceeds its neighbors at some things).
Also, the cholera joke is not at all amusing. If they really want to talk about cholera, why not mention the horrible outbreak in Zimbabwe recently? Many, many Zimbabweans have died from it. I guess it's hard to recover from cholera when you're out digging through the dirt because your government masters have robbed your entire country of its wealth in order to buy sophisticated military equipment to keep the people in fear.
